NSA’s sectoral programs deploy research methodologies, assessment tools, and co-productive approaches to address Lebanon’s developmental challenges. These initiatives actively contribute to the production, interpretation, and dissemination of international, regional, and national assessments, reports, and guidelines, situating Lebanon within global scholarly and policy debates.
Environmental Governance & Sovereignty
A program advancing regional and national dialogue on environmental governance, with particular attention to the rule of law, the blue economy, and climate action
This program contributes to the development of assessments, indicators, and policy guidelines aligned with international environmental governance frameworks, ensuring that Lebanon engages as both contributor and beneficiary in global environmental discourses. It employs indexes, foresight tools, and evidence-based methodologies to support data-informed policymaking.
Strategic Urban Planning & Local Policies
A program that links municipalities, universities, and civic actors in co-producing strategies for urban and local governance
The program aims to enhance urban resilience, adaptive policy design, and participatory governance at the municipal and regional scales. The program translates urban research and global urban frameworks (e.g., the New Urban Agenda – Habitat III) into context-specific methodologies, employing seminar series, design studios, policy laboratories, and early warning systems.
Digital Transformation & Citizenship
A cross-sectoral program that transfers capacities to institutions, professionals, and civic actors for adapting to the global digital transformation
The program emphasizes the integration of digital tools, participatory platforms, and artificial intelligence into organizational processes, policy design, and service delivery. By anchoring digital governance in rights, ethics, and security, it enables Lebanon’s institutions to function effectively in the digital age while ensuring inclusive and accountable participation.
Education Transformation (IB Schools)
A partnership-based program aligning Lebanon’s education sector with the quality benchmark of International Baccalaureate (IB) while responding to local contexts and needs
The program supports private schools adopting the IB framework in navigating the complexities of educational transformation. Simultaneously, it seeks to establish a national mechanism for public schools to institutionalize IB principles, internalize its pedagogical standards, and progress toward international accreditation. By engaging policymakers, school leaders, and academic experts, the program builds a systemic approach to curriculum reform, teacher professional development, and accreditation pathways.
